out of touch, or overly idealistic. We
are pushed out of conversations and
culture that impact our own safety.

Gun ownership in America has long been tied to a single image: one political ideology,
one demographic, one rigid definition of who a gun owner is. EDN is here to change
that. We equip individuals, especially those historically excluded from firearm
access, with the tools, training, and knowledge to take ownership of their safety.


Through firearm safety workshops, legal resources and education, and community
discussions, EDN creates a new, narrative, one where responsible gun ownership is
about protection and empowerment, not fear or oppression.

Gun ownership comes with responsibility, and EDN members are committed to policies
that prioritize public safety while protecting the rights of responsible firearm
owners. We advocate for policies like universal background checks, secure storage
laws, and mandatory safety training.


These common-sense measures ensure that the right to bear arms is exercised
safely, equitably, and without reinforcing systemic injustice. Gun ownership and
public safety can and must coexist, and EDN is here to ensure they do.

Why EDN Exists

The Empowerment Defense Network emerged from the urgent need for
progressives to engage in the gun education and ownership conversation,
especially as authoritarianism and fascism continue to rise.


EDN’s mission goes beyond addressing individual rights. It’s about building a
space of collective strength, fostering education and resilience, and
reclaiming the narrative around firearms as a force for empowerment.


While some organizations advocate for gun ownership with altier motives, EDN
takes a different stance: we emphasize gun ownership as a form of collective
action, viewing Community defense as self-defense. particularly for groups
historically oppressed by america’s current gun culture.


EDN does not align with gun-rights organizations that prioritize corporate
interests over public safety. We also do not align with groups that focus
solely on firearm restrictions without addressing the broader power
dynamics of gun control and culture. We are a community-driven movement
guided by a commitment to both
safety and equity.

Changing the Face of Gun Ownership

For too long, the image of a "responsible gun
owner" has followed the same predictable
script: old school, one-note, and rarely
leaving room for anyone who doesn’t fit the
mold.


EDN is here to broaden that image because gun

Reframing the Role of Guns in Society

Promoting Responsible Gun Ownership

The Problem: The U.S. lacks consistent safety standards, universal
background checks, and mandatory training, leading to preventable gun
violence, accidents, and misuse. These gaps are often politicized, leaving
communities at risk.


Our Goal: Establish accountability and safety-first firearm ownership as the
norm.


What we’re doing

Gun Safety in Schools

The Problem: School gun violence has reached crisis levels, yet arming
teachers and reactionary policies fail to address the root causes. Without

comprehensive safety plans, students and educators remain vulnerable.


Our Goal: Protect students and educators with proactive policies prioritizing
safety, not escalation.


What We’re Doing

  • Supporting legislation for safe firearm storage and restricted access in
    schools.
  • Opposing armed teacher policies, advocating for mental health and
    community support services, and de-escalation strategies instead.
  • Providing community-based education on school safety and responsible
    gun ownership.

Fighting for Gun Rights in Black Communities

The Problem: Gun control has historically been weaponized against Black
communities, from post-Civil War Black Codes to the disarmament of the
Black Panther Party. These policies have left Black Americans
disproportionately vulnerable to violence while being criminalized for
firearm ownership.


Our Goal: Ensure that Black communities have full access to their Second

Amendment rights and the ability to defend themselves legally and safely.


What we’re doing

  • Educating on the racist history of gun control policies.
  • Providing legal resources, training, and financial support for safe gun
    ownership.
  • Advocating for equitable firearm policies that remove systemic barriers
    and overzealous sentencing.

The Problem: Women, particularly survivors of intimate partner violence,
face disproportionate threats to their safety. Yet, the current climate
around firearm access, education, and legal protections leaves many without
viable options for self-defense.


Our Goal: Equip women with the tools, training, and legal protections to make
firearm ownership a viable option for self-defense and safety.

The Problem: LGBTQia+ individuals, particularly the trans community, face
increasing violence, hate crimes, and systemic barriers to self-defense. Many
gun rights conversations exclude the LGBTQia+ community despite their urgent
need for protection.


Our Goal: Ensure LGBTQia+ individuals have equal access to firearm ownership,
education, and legal protections while advocating for policies prioritizing
their safety.


What We’re Doing

  • Providing self-defense training and resources tailored to LGBTQia+ firearm
    owners.
  • Building partnerships with LGBTQia+ organizations to expand training and
    safety initiatives.
  • Pushing for anti-hate crime legislation that includes firearm ownership
    protections.

The Problem: Anti-Asian hate crimes have surged in recent years, leaving AAPI
communities disproportionately at risk. Many AAPI individuals are
underrepresented in firearm ownership and self-defense conversations,
creating barriers to access and safety resources.


Our Goal: Ensure AAPI communities have the education, resources, and support
they need to make informed self-defense and community safety decisions.

We recognize that different communities have unique relationships with self-
defense, security, and firearm ownership, shaped by history, religion, culture,
and lived experience. Below, we describe how we support diverse communities
in navigating self-defense, protection, and security in ways that
align with
their needs, values, and lived realities.

We stand in solidarity with Jewish and Muslim communities facing rising hate
crimes and targeted violence. While many within
these faith traditions hold
deep religious and cultural ties to peace, self-defense and community
protection remain essential in times of crisis. EDN offers security and safety
training for places of worship, supports legal education on self-defense
rights, and partners with interfaith organizations to promote nonviolent
safety strategies and preparedness.

Jewish & Muslim Communities

Immigrant & Refugee Communities

Immigrants and refugees often face heightened risks of violence, xenophobia,
and systemic barriers to safety, yet many are excluded from firearm
ownership due to legal restrictions or fear of harsher penalties. EDN
focuses on non-firearm self-defense strategies, legal education, and
community-based security resources to help immigrant communities navigate
safety concerns
without increasing their vulnerability to criminalization or
deportation. We plan to work with advocacy groups, legal experts, and
community organizations to ensure that safety remains accessible and
equitable, regardless of immigration status.

Indigenous Communities

Indigenous peoples have long fought for sovereignty, self-determination,
and protection against state violence. While many
Indigenous nations and
spiritual traditions emphasize balance and nonviolence, we also acknowledge
the historical and present-day need for self-defense in the face of land
dispossession, environmental violence, and systemic neglect. EDN works to
support Indigenous communities with resources tailored to tribal
governance, safety, and firearm access where needed while respecting
cultural perspectives on protection.

    • C. Fingerprinting and Fees: Undergo fingerprinting and pay associated fees.

D. Await Approval: MPD will notify you upon approval.

Bringing Firearms from Other States:

  • Immediate Registration: If you bring a firearm into D.C., you must file a
    registration application immediately upon arrival.

Inherited Firearms:

  • Standard Registration Process: Inherited firearms must be registered
    following the same procedure as other firearms.

  • Voluntary Registration: Maryland does not mandate registration of most
    firearms. However, if you choose to register:
    • Complete Application: Fill out the Maryland State Police Application and
      Affidavit to Purchase a Regulated Firearm (MSP 77R).
    • Submit Through Portal: Use the Licensing Portal to submit your
      application.

Bringing Firearms from Other States:

  • No Mandatory Registration: Firearms legally owned in another state can

5. How does EDN view self-defense and community
defense?
